COMPLETION REPORT
The Mindanaw Program for Peace and Development (ProPeace)
The ProPeace is considered as a
second-phase program of the PPDSA expected to build-on
and continue the gains achieved by the latter. In
addition to the MNLF former combatants and their allied
communities, the objective of the PROPEACE program is to
reduce the level of poverty of Muslims/MNLF, indigenous
people and Christian households in the SZOPAD areas by
improving the socio-economic well being of 4000 poor
Muslims/MNLF, indigenous people and Christian households
in the SZOPAD through livelihood and enterprise
projects. Supported by the financial contributions from
the Philippines-Canada Development Fund (PCDF), the
program provided livelihood creation, enterprise
development, community organizing and capability
building in mainland Mindanao covering the provinces of
Cotabato, Lanao del Norte, Maguindanao, Sultan Kudarat,
Zamboanga del Norte, Zamboanga del Sur and Zamboanga
Sibugay, as well as the island provinces of Tawi-tawi
and Palawan. A total of 90 various livelihood and
enterprises projects were implemented by organized
groups of Muslims, indigenous peoples and poor Christian
settlers in post-conflict communities reaching more than
6,000 individual project participants.
Specifically, ProPeace was designed to;
1. Improve the capacity of 80 organizations/cooperatives
of Muslims, IPs and poor Christian settlers in the areas
of enterprise management, technical transfer, and
organizational development and management;
2. Increase the number of women-owned and managed
enterprises and livelihood programs in the SZOPAD;
3. Establish and operationalize the necessary capital
fund for enterprise and livelihood projects of 80
cooperatives/POs owned and managed by Muslims, IPs and
poor Christian settlers;
4. Facilitate the operationalization of viable rural
enterprises composed of 48 Muslim enterprises, 16 IP
enterprises and 16 Christian enterprises; and,
5. Establish effective advocacy and policy support to
the beneficiary communities and their economic projects
assisted by the program.
To accomplish the above objectives, ProPeace adopted
three program components.
1. Livelihood and Enterprise Development
This component is implemented both at the household and
organizational/cooperative levels. This is geared
towards improving the productivity and skills of program
participants through technology transfers,
improvement/development of local/existing technologies
and resources, and provision of working capital to
support various community-based livelihood and
enterprise projects.
Under this component, the program was expected to
establish a capital fund and provide assistance to a
total of 80 cooperatives/POs for the operationalization
of viable livelihood and enterprise projects run by
Muslims, IPs, Christian settlers as well as women.
In order to achieve the expected outputs, the program
will implement the provision at two levels. First is
start-up capital for those coops/POs that have not yet
availed of financial assistance from PDAP and other
funding mechanisms working in the SZOPAD. This will
include not only MNLF former combatants but their
communities as well. It will also reach out to other key
players in the peace and development process in Mindanao
– the IPs and Christian settlers. Second is the
provision of additional capital needed to complement
existing enterprise/ventures undertaken by more advanced
MNLF coops. This level of intervention will be provided
to MNLF coops with established track records and showed
capability to handle bigger and more projects.
2. Capacity Building
This component is geared towards strengthening both the
organizational and operational capabilities of the
beneficiary organizations in implementing, managing and
sustaining livelihood and enterprise activities. The
provision of intervention in this respect will be in two
levels – centralized (involving key leaders and officers
of beneficiary organizations) and customized
interventions (involving beneficiary organizations at
the field or community level).
Centralized interventions will respond to common
training needs of the partner cooperatives while
customized interventions will focus and directly respond
to the particular needs of individual cooperative or
groups of cooperatives.
3. Policy Advocacy
This component is aimed at introducing a shift in the
development intervention in Mindanao to higher gears –
one that goes beyond projects. This includes support to
legitimate advocacies for peace and development, lobby
for a fair share in public investment and for more
support from multi/bi-lateral funding agencies and for
peoples democratic participation in local and
regional/Mindanao governance.
Towards the latter half of the program, this component
was focused towards supporting local initiatives by LGUs,
national government agencies, NGOs and even donor
agencies in enhancing their support to the
community-based livelihood and enterprise projects of
the program beneficiaries.
